and i need to find the cost function.
how do i bring the square root of x into the numerator

If all you need to know is how to get an equivalent expression with a square root in the numerator, 'rationalize'.

C(x) = -------  << your function.
      sqrt(x)  

        50    sqrt(x)
C(x) = ------- --------  << multiply top and bottom
      sqrt(x) sqrt(x)

      50 sqrt(x)
C(x) = ----------  << that's it.
          x
As to finding the cost function, that's beyond me.
