I'm not sure of the context of your question, so I'll try something and if it's not what you meant, let me know and I'll try something else.

Percentages are hundredths.
One hundredth of 228 would be  228/100 = 2.28
How many 2.28's are contained in 160?
Answer: Divide 160 by 2.28.
My calculator gives:  70.175438596491228070175438596491 percent
OK, we don't need that much: 70.2% is good enough.
