Question
A mobile speed camera operating from the roadside and timing a car in the outside lane of a dual highway?
Recognising that it is shooting along the hypotenuse of a rapidly foreshortening angle. Can the speed estimate be accurate?

Yes, the cameras are accurate.  It is more than just a camera.  There are several methods used with these systems.  Everything from radar to detectors built into the roadway.  The systems in a given jurisdiction have been vetted and proven and accepted by the courts.  The systems are inspected and tested for accuracy at regular intervals and this information can be called upon in court.
