Canadian Law/speeding ticket in Australia and Canadian law

Hi,
I just got a speeding ticket while traveling in Australia. They are charging me 138$ for going 107km/hr in a 100 zone.. I think this is a little extreme and i want to write them a letter so they decrease the amount owing. I was thinking about talking about Canadian law in my letter.. I was under the impression that in Canada we don't often ticket people if they are under 10/hr over the speed limit due to the allowance of instrument error. Is there any stated proof to this effect? Im trying to make my letter tangible so they charge me less and maybe even think about how absurd that offence/fine ratio is.

Answer
There is no such law or rule , speeding 1 KM over the limit is an offense if an officer uses discretion that is up to him.
As to arguing another countries laws based on Canada's laws...well good luck with that one.
I doubt it will help your cause.
If you are unwilling to pay the fine for the offense you clearly admit committing I suggest you try to find a Lawyer there to represent you.
