Canadian Law/Dog by-law

Question
Recently the meter reader left our gate unlatched and our dog got out. It bit a paper boy (two small marks) and I was given a ticket of $250 for the dog running at large and $1000 fine for it biting. The by-law officer hasn't spoken to me or visited me, (the tickets are issued to me) but only my husband. I have had some extra dog training since and are putting locks on our gates so no one can leave them open again. Is there a chance to have this reduced, or what do you suggest I do? The dog is only 20lbs. and a neighbour said the paperboy was not really shook up at the time. I believe his parents called the by-law officer later. Neither the parents nor the officer have spoken to me directly- is this normal?

Answer
Not having direct contact with the Bylaw officer is not unusual as he may be a witness.
Same for the persons who reported the incident.
I suggest consult a lawyer who is familiar with those by laws
