Question
I was pulled over by a Police Officer because he said my passenger wasn't wearing a seatbelt. She was it was just under her arm,because she is small it digs into her neck if she wears it normal. So he gave my 14 year old passenger a ticket. Is it even legal to give a 14 year old a seatbelt ticket?

Yes they can charge anyone under the HTA
I suggest you get advice from a lawyer on how to proceed.

As well I fail to see why you are upset with my answer, it is clear from the info that You provided there was cause for a ticket to be issued. There is no excuse unless by way of a Written medical issue not to wear the belts properly.
When all is said your passenger should have been wearing a seatbelt, no matter what the age. this is not new all Canadians know the Seatbelt laws.
