Found a paper where my father bought 300 shares of Topper Mining through Transcona Securities Limited in Vancouver.
I have had no luck searching but thought you might be able to help out. Are these shares worthless?

Unfortunately, from the information I have available, the shares would have no value. Topper had its charter cancelled in 1979 - that is what happens when a company fails to file its required regulatory information (and pay its fees and taxes) for several years in a row, which is usually because the company is already out of business.
