My client found an old certificate in his deceased father's file date aug 11 1964. Was this company merged with Mills Stream, and/or is there an active transfer agent?

JD, I show that the company changed names several times, and reverse split at least twice (a 1 for 2, then a 1 for 5) but is now Billington Holdings PLC in London, and they absolutely have value.
