I recently found an old certificate for shares in Highland Star Mines Ltd. N.P.L. The certificate is dated February 1974.

Does this certificate have any monetary value?

Carley, from the information I have available, the company has had numerous name changes and at let 2 reverse splits (1 for 2 and 1 for 3) and is now Nevada Clean Magnesium, which trades for about 4 cents per share. You will need to contact the current transfer agent (www.computershare.com) to determine if your old certificate is valid.
