My schnauzer does the same thing with his butt. It's like he is afraid of it and darts around the house or in his crate to get away from it.  We have done tests/checked anal glands, and the veterinarian recently told us that schnauzers can have a mental illness where they constantly think someone is poking them in the butt. We now just think this must be it b/c there is no other reason for it.
