Canine Behavior/Excessive sniffing?

My dog gets walked three times a day and still constantly sniffs the floor.So i dont see as your answer will cure the problem.My dog is a small female westie but very strong and if she wants to sniff and not move on she is very difficult to move on.This situation is driving me mad and i cant find a solution to it.....
