Car Alarms/Disactivated 2000 4Runner Alarm

Question
My 2000 Toyota 4Runner was recently broken into and the alarm system was altered. The keyless entry works and the panic button works, but when I press the lock button on my keyless entry it normally does not allow you to open the doors manually from the inside without setting off the alarm and automatically locking all the doors to the vehicle. This function has been disactivated and I cannot find help to learn how to reactivate it. Any advice?
