Hello,
We’re very interested in getting our 2 ˝ year old son into modeling. He loves the camera and loves to pose. We did contact Kids Talent Network, but after doing research it seems they charge either $165 or up to $500. Is this normal? How do I even go about finding an agency? KTN I know is in Vegas, we’re in Northern CA.
From what I understand, an agency should not charge to sign you, but it seems that KTN might not be an agency.

You're right.  In many places kids of that age don't even use professional photos, but rather just snapshots or a good headshot to work - as their "look" changes so fast.
The Ross Reports is an agency directory you might find helpful, although there's much more for the Los Angeles area.  They are available for a fee online at rossreports.com, or on newsstands in Los Angeles.
Another way to find agencies, particularly for your son, is to check out what books written about child modeling are in your local library, bookstore (or online).  Many of the books written about the different types of modeling contain agency directories specific to that type.
And again, at that age it really would be a waste of money to get high-priced photos done, that you'd have to do all over again in just a few months, if not sooner.
