I have a 10 month old baby boy that I would like to get started in modeling.  I live in Houston, Texas and all of the agencies I've contacted start at 3 years old.  Are there any agencies in Houston that accept baby models?

There is one agency in your area who will take photos on file: The Pastorini Bosby Talent Agency, www.pbtalent.com.  
However, they have this to say about infant talent - and it may explain why it's been difficult for you to find an agency:
"We are not aware of anyone who currently represents (legitimately) infants. We do, however receive a limited number of casting calls throughout the year for infants. The cost of having to take headshots of your child and keeping them updated every three months is not warranted by the limited number of jobs available. Therefore we refer to our baby file to submit on these limited casting calls."

They may be referring more towards acting than modeling, but at your son's age the difference between modeling and acting work is slight.  You could start with the one agency, and inquire if they know of agencies who represent infant print models.  You can also look around your area for local magazines, catalogues and advertisements that feature infants.  You can then contact the publisher, company or photographer to inquire where they get their infant models from.  Sometimes they may use stock photography, but many times it's a good way to get a lead to local talent/model agencies who are getting work.
