I'd like to do foot or hand modeling but I have no clue how to find any agents around here or anything. I was wondering if you could help me out on how to find an agent and what all I would need to have for when I found one.

There are only a small handful of agencies who represent only parts models.  Much of the time, a model works also in some other type of modeling, and also does parts modeling through the same agent.

If you're in the US, you can use one of the modeling agency directories available in your local library, bookstore or online to locate fashion or commercial print agencies in your area.  

While fashion agencies usually just take snapshots for consideration, many commercial print agencies prefer modeling composite cards, which you may need to get first before you send in your info to the agent.

As to the modeling composite card, you should include a photo of the part or parts you plan to work with, in addition to regular commercial print modeling photos, unless you can find a parts agency in your area.

from which you can at least get a little more info about what an agent may look for - but usually a parts model is working in another area of modeling, or has requested to his or her (commercial print or fashion) agent that they only be submitted on parts modeling work.
