i want to be a model. i dont have much money so i cant really go outside of metro atlanta and i cant pay for an expensive agency

Atlanta does have a few modeling agencies, but you may need to get professional photos for a modeling composite card before you can submit your information for consideration to agents.  
The way model and talent agencies work, is that they take a commission on the money you earn through them.  They find you work, and take a percentage (usually between 10-20%) out of your check.  If you don't get work, they don't earn money.  The exact percentage the agency takes will be in your contract.  
For your convenience, I've put a list of agencies who should have a commercial print modeling division below.  You will still need to contact them to confirm that they do, that they are looking for new faces, and if they are - what criteria do they have and what do they need to see from your for consideration.  If you fit their criteria and you have what they request for consideration, many agencies will ask you to mail in your information, although some will have open calls.
