Hi Kitty,
I'm a 13 year old in Minneapolis, and am thinking about getting into modeling. I modeled when I was a baby, but nothing since then. How do I get into the business, and is it tough work that will take a lot of time (away from school, sports, etc)? I don't want to travel or anything, just some local work maybe. What do I need, especially as a beginner? Also, I'm pretty shy when first meeting someone, will this be a problem in the "modeling industry?

You live in an area where there is not much work--so it is unlikely it will take up a lot of your time.  You will have to find an agent or agencies in your area, and either make an appointment or mail them your information.  You should contact them to find out what exactly they want to see when considering new talent, as you may only need a snapshot instead of a modeling composite card to be considered for representation. You can use one of the modeling agency directories (available in your local library or bookstore) or try one of the online lists (such as www.modelcomposites.com/mn.htm)
You'll have to be careful to weed through the modeling schools and unlicensed agencies, but once you find the right agency for you, you shouldn't have any problems.  As to being shy--you can be anything you want, so long as it doesn't interfere with what you want to do.  There are lots of shy people in both acting and modeling, you just have to not let it affect your work.  If it does, you can consider what options you have to change, or at least learn how to deal with, any insecurities you might have.
