Question
can a PPL(H) use the title Captain?

Answer
That depends where you are located. Wording Captain really means who is the Pilot in Command (PIC). So in that respect if you are solo operator of any aircraft you are acting as an Pilot in Command, in that respect you can call yourself Captain. Some of Indian or Asian regulations are using terms interchangably.
What so ever term Captain is very often used in airline industry and represent again PIC who in an airplane, that have full command and decision making authority over all crew.
I hope that this answers your question.
