Hi Arina,
You have to be precise in what segment of technology improvements of general aviation. The general aviation has constatly improving techologies in aircraft design, navigation equipment of new GA airplanes, GA airport improvements and so on.
second part of your question I can provide answer for USA private pilot requirements. i do not have info for Latvia.
