It is nice to hear from you; I will try to assist.
First of all, I am not sure what you mean by "theoretical programmes"....I am assuming you mean in the aviation field. There is a very complete listing of college and university aviation degree programs available from the University Aviation Association entitled THE COLLEGIATE AVIATION GUIDE. This guide is available from their website at www.uaa.aero and, by using this guide, you can find many different aviation degree programs at the associate, bachelor and master's degree levels.
Second, as far as aviation-related scholarships, there are four key sources of information:
1. The universities or colleges to which you will apply for admission....they many times have financial aid available to their applicants. Try especially the larger aviation schools in the USA including Embry Riddle Aeronautical University, the University of North Dakota and Western Michigan University;
2. Your country of origin might have some fellowship money available if they perceive that the field of study that you wish to pursue (aviation, in your case) is one in short supply in your own nation. I would contact your federal government representatives and/or the ministry of transport for more information;
3. The University Aviation Association at www.uaa.aero has information available including a publication entitled THE COLLEGIATE AVIATION SCHOLARSHIP LISTING. At the website, you can view a copy of the listing as well as information on scholarships that are currently available for application; and,
4. This website has some information available: www.avscholars.com This is a website devoted to aviation financial aid and scholarship information.
