Hi David!
Thanks for your work of helping us, what I would like to ask from is that "There is any Universities/Colleges you know which offer scholarships for Foreigner Students?" If yes try to tell us those Universities/Colleges and how we may get it.

That is actually a college-by-college decision. I have heard that the insitutions most friendly to international students are:
Embry Riddle Aeronautical University, Daytona Beach, Florida, USA
University of North Dakota, Grand Fords, North Dakota, USA
Western Michigan University, Kalamazoo, Michigan, USA
If I were you, I would do a Google or Yahoo search of their aviation websites to see what they might offer.
Also, some funds are sometimes avaialble from the United Nations Development Programme or www.undp.org
Finally, some of the scholarships listed on these websites can be for international students:

www.avscholars.com
