Question
When a tower or ground tells you to monitor. I know that means change frequencies to the one that your supposed to monitor, but does it mean you are cleared to taxi. As in N55555 exit runway and monitor ground on 121.70. Does that mean i can taxi to my shutdown area. And what about N55555 taxi to runway 15 and monitor tower on 119.75. That doesnt mean you can takeoff once you get there, you have to wait for the clearance.

Hi Korey,
First off let me say that you are required by regulation to ask ATC for clarification if you ever have doubt.
Now to answer your question. An instruction that says " N55555  exit runway and monitor ground on 121.70" is an incomplete and inappropriate instruction!  To me this means to taxi clear of the runway, cross the hold short line and stop.  I would either ask if I am cleared to taxi to my destination or make the call to ground control once I was clear.  Unfortuately, we all get a little sloppy from time to time.  The down side is that this type of communication can lead to a runway incursion and you would be held responsible.  Always be clear and be sure you understand your instructions!
As for your second comment, you can never depart a tower controlld field until you either hear the words "cleared for takeoff" or receive a steady green light gun signal!
