can a ppl become a flight instuctor

Answer
Hello James,
I am not familiar with the designation ppl.  I assume that it is a private pilot designation from a country other than US?  I am only familiar with US law and FAA regulations.  In the US, you must have a Commercial certificate with an Instrument rating (along with the instructor rating) to become a flight Instructor.
