Donald:How can I tell Light,Moderate or Heavy Dew by looking at the ground?Or do I go by Dew point Temp at the time of Observation

Hi Ron

The weather bureau does it thusly:

which indicates that the degree of wetness is the determining factor- the "degree" is not specified.
