Question
why is the difference in surface wind speed between morning and afternoon typically greater on a clear, sunny day than on a cloudy, overcast day

Answer
Depending on your location, will depend on how the jetstream works. The jetstream is a continuous, fast stream of air flowing from the west. Usually when one see sun, there is probably a west-Northwest wind blowing. Usually when one sees clouds, there is probably a southerly flow of air. Southerly flow of air is usually a moist air. Like I said, the flow of air just depends on your location.
