Question
I guess that it is clear that wind generates waves, but I wonder if the reverse isn't true as well.

Will wind close to the surface be affected by waves ?

The answer is: "yes"

A rough surface, waves, diminish wind speed near the surface. The waves act as "drag".

However, a tital wave can produce local strong winds as it comes ashore.
