i was wondering about the regulations on marriage between enlisted people in the Marines. For example a Lance Corporal and a SSgt NOT in the same command. Where does the Fraternization Regs kick in?

Fraternization regs are offtimes interpreted differently by each command and unit. Technically speaking, the SSgt is violating those regs by 'fraternizing' with a LCpl. However, if you are not in the same command, and actually tie the not, there will probably not be much said.
Take this for what it's worth, it's a general opinion, NOT legal advice but just based on experience. The SSgt's command could get really fired up about it, or the LCpl's command....
The SSgt should, if possible, have a closed door sit down with his/her SNCOIC and/or the unit 1stSgt/SgtMaj and find out there feelings on this. The SSgt is the one that will burn if the commands decide to do so. That's the plan of action I'd take to see what would happen.
