I served in Iraq with my national guard unit, returning home last March.  I am scheduled to ETS on July 30th 2009 and my unit is going to Hawaii for its annual training next Summer.  The dates for this A.T. have us coming back August 1st.  My unit admin says there is no way to cut orders for me because I ETS two days before we would be off orders.  My unit commander would support making an exception if he knew he could, but he only goes with the admins direction.  Is there a way for me to still be able to be put on orders for this AT without re-enlisting?

No, but you could just extend for six months if you meet some other requirements.  Otherwise, the minimum to extend is just a year.  Fail a pt test, or fail a weigh in, that makes you leligible to extend for shorter periods of time.  Talk wiht a retention NCO or your readiness NCO and look at NGB 600-200 chap 7 for extension time authorizations.
