AnswerDear Amber --
To directly answer your question, yes -- you can take a version of the ASVAB after you are in the service, in order to try and change your military occupational specialty. If you are not yet in the service, I recommend trying to improve your ASVAB score before you enlist.
If you are a "hands-on" learner, meaning you learn better by doing than by reading or listening, I recommend you take an ASVAB preparation course. This will give you practice ASVAB tests so you know what to expect. Even more, it will teach you how to analyze the questions so that your strong hands-on skill can be used to do well in the parts of the test needed to qualify as a construction engineer.
Another option is to take some college courses so you improve your recruit quality. I would recommend courses that allow you a participative style of learning, computer and laboratory courses, or drafting and mechanical drawing courses. These courses would also help with your desire to work in the engineering field.
Best of luck to you.
