Question
I had lumbar disc surgery when i was 16, I have documentation saying im
cleared on the bottom the surgeon included "unrestricted" was wondering
what the BUMED board would think about letting me into the service i also
played another season of Varsity football inclding a Division 1 Football camp/
was recruited by  that school, also how long will it take BUMEd to get back to
me ballpark thank you for you time in advance.

It is very very unlikely that you could get a waiver from the military medical board for any back related injury or surgical treatment.  Most back injuries or illnesses that require surgery are disqualifying and unwaiverable.

That said, the only way to know for certain, is to take your Armed Services Vocational Aptitude Battery (ASVAB) and see if you are otherwise qualified.  If you are, apply for the waiver.
