for Background, Assume that I am prior service, and Discharged. attending university, and my major is Environmental Management, with an emphasis in Military Science. my intend goal is to work for DA/DoD as a Civilian, however the course catalog for the emphasis lists 4 ROTC courses, (they're advanced) however there is no requirements publishes for the university explicitly requiring that I contract with the US military. Since I have Prior service, is there still a requirement that I contract? to get the emphasis in Military Science (leadership category) however due to injuries incurred while on active duty I wouldn't be eligible for military service.

Answer
MDS I and II require no contract, however 3 and 4 do.  Reason being, you are required to get a clearance and the money the military spends at that point on cadets.  When a cadet contract, he is essentially in the reserves.  While the training would be great, it is only offered to those intending to serve as an officer.

I am a National Guard recruiter , been doing it for seven years and am a subject matter expert on qualifications for National Guard and I keep up to date on Regular Army regs and programs. I was in the Navy for 4 years and have 13 years in the Guard. I will not sugar coat my answers to you. They are usually short and to the point. If you need more in depth, ask me. Because each situation is different, alot of times you need to actually talk to a recruiter and let them evaluate your situation in person, by looking at your documents, issues etc. If I suggest this, it would be in your best interest to do so. 13 years Guard experince, combat missions and homeland missions. 7 years recruiting. I have been a platoon sergeant and squad leader. Mentor to new recruiters and recruits.
