Question
Two part question.  In 1993 the Army's RCP was changed for E-5 on promotion list to E-6 from 20 years to 15 years.  It was later changed back to it's original language in 1999.  Question 1: When the policy was changed, was it done legally?  Question 2:  When it was changed, were there any grandfather scenario's in place?

Yes, it was done legally.  It was a decision made be the Secretary of the Army, only his authority is necessary for these type decisions.  It was disseminated by ALARACT message throughout the Army.

In Nov of last year, the Secretary of the Army issued another policy change via ALARACT 267/2008.  According to it, an E-5 promotable may again serve 20 years.
