Question
I am current in the navy I am a E5 with 9 years in the navy I would like to do the blue to green but I was told that the program no longer exist. If it do what is the process to switch over.

Answer
I couldn't find any documentation that shows a program to take you out of the Navy and put you into the Army without you first finishing your contract with the Navy. Talk to an Army recruiter to make sure since they are the subject matter experts on how to put people in the Army. I think you'll probably have to finish your time in the Navy first.

I am currently an active duty Army Captain in the Military Police Field. I have been enlisted (Military Intelligence) and attended The United States Military Academy at West Point. I can answer questions related to the Army, posting, jobs, lifestyle, workings... pretty much anything you can throw at me with the exception of very specific recruting or medical questions.
