My daughter is trying to join the USCG and during MEPS med paperwork screening found a pratically insignificant finding from some years ago, (ovarian cyst). Her recruiter sent forth the waiver paperwork to USCG HQ and that was three months ago. Is this a good sign or not? She was looking forward to boot-camp in Jan.

I'll be completely honest with you. Getting a waiver can take a bit of time. I know this from first hand experience, I'm still waiting on my hearing waiver to be signed and it's been going on for 5 months. Sometimes it takes a little while for waivers to go through the system.
No reason to fear though, due to the fact as you are probably aware of, that almost everyone has a waiver for something. Also one of my friends has ovarian cysts and she is in the Coast Guard as well. It just takes a little bit of time.
As for boot camp, I can't give you any insight if she will still be able to attend in Jan or not, have you contacted her recruiter to track the process of her waiver?
