Sir,
I am an E-3 in the Army, who has transferred from the Navy through the Blue to Green program. I served for 4 years in the Navy and have been in for almost 5 months now in the Army (active) how long do I have to wait as prior service to be promoted to E4. Does my time in Service and Time in Grade in the Navy count considering I have been an E-3 since February 2007 or does it start all over?

Sorry for the delay.. hope you had a Happy Thanksgiving. If you go to the www.hrc.army.mil website you can look in the enlisted promotions section and see the time in service and time in grade required for an on time promotion or an early one. You're approaching the time for a waiver now. As far as the time in service, it'll count for pay but not necessarily for rank in the Army since you didnt complete that service in the Army. If you work hard and distinguish yourself you could make a good case for a waiver soon. Good luck.
