Question
when I was 18 I got arrested for paraphernalia (pot pipe) but I have not been in any trouble since. I am now 29 and looking to get into the navy or army. However, with how full they are, the army says they aren't taking anybody with a drug charge, and the navy needs all the paperwork from the case before they can tell me for sure. (I'm in the process of doing That now) I scored 85 on the asvab and physically, I'm in shape. My question is, are the armed forces going to loosen their restrictions anytime soon now that they are sending more troops? and if so, when?

Each of the Services permit waivers as their need for people increases. That need changes monthly as people sign up. You have a good chance with the Navy right now. You have 2 things in your favor. 1. It's a relatively "minor" misdemeanor. 2. Considerable time has elapsed since you were in trouble (11 years).
I'd say your chances are pretty good.
