I WAS ACTIVE DUTY FROM 1981-1988,AS AN SGT,GOT OUT WENT NATL GUARD IN 1996,AS AN SGT 36B,SHOULD"N I BE ON THE PROMOTION LIST FOR MY MOS EVEN IF I DON'T HAVE PLDC? THIS IS IN THE MISSISSIPPI NATL GUARD.

Every state guard has slightly different rules for how they promote people based on the slots for your MOS that they have allocated. Oftentimes you will find Soldiers that transition either from reserves and guard to active or vice versa that lose rank in the process. This is just due to quotas and slots. You would have to ask your state adjutant's office for a more specific answer should you want one.
