Hey Jason,
Thanks for taking the time to answer my question. I am getting surgery on my right shoulder to repair a torn labrum (shoulder instability) at the end of this month. Rehab will take about 6 months, at the end of which I should be back at my current level of fitness (240-260 on a PFT.) I would really like to be at the January 2011 OCS class. Given that I will need a waiver because of surgery, when would you recommend that I start the process, i.e. talk to a recruiter?

After the surgery is complete and you are 100 percent ready to go would be the best time. At present a waiver wouldn't be granted because the docs don't know how you will be after the surgery. While you can certainly begin talking to a recruiter, more than likely no paperwork will be done until after your surgery.
