Answer
Dear Chris --

Your re-entry code of 3 (RE 3) is not waiverable for re-enlistment, because you did not get an honorable discharge.  You received a general discharge.

In order to be eligible to re-enlist you would have to petition the Army Review Board for Correction of Military Records to re-characterized your discharge to honorable.  Then you would have to petition the service to waive your RE 3.  To learn more about how to petition the Review Board please go to this web site: http://arba.army.pentagon.mil/abcmr-overview.cfm

Currently there are very few enlistment waivers offered by any service.  The poor economy means that high quality recruits are enlisting on a regular basis, and waivers are not needed to fill the military billets.

Good luck to you.
