Questionhow close to a base does a recipient need to be in order for that DSN call to work?

You cannot receive a DSN call unless you are in the DSN network.
However, a morale call on a DSN line can come into a local military base, and that base's morale line operator (or service member if they have no clerical help as is often the case) will forward the call anywhere in the local calling area.
The answer to your question is: You must be within the local calling area of the switching military base in order to receive a morale call from a DSN line. If you are long distance from the nearest base, they will not transfer the call to you.
Most care packages sent overseas include international calling cards. These cards can be used to make calls back to the states. I try to send a dozen or so cards in all the care packages I send to my deployed Soldiers and civilians.
