Question
I was emailed by a federal agency stating that they review a resume i place on their web page about six months ago and  that I qualify for the job, but I need to transfer Service. Do you know how does that work? Any help will be greatly appreciated!!

To enter Federal Civil Service you must be separated from the military.  That's what they mean by "transfer Service."  As you've already discovered, military veterans get priority in the hiring system.  Since you're currently active-duty you likely have access to the Civilian Personnel Office at your post.  Start with them first.  They'll walk you through the process.  It's complicated, but that's what they're there for, to assist you one-on-one.
