QUESTION: I have 3 car's (Lebanon,Grenada and 1st Gulf) while a Marine from 1980-1991. I am now in the Ohio Army National Guard. can I ware the CAB? I was comm NOT 03. and if so (1)what Army regulation states it and (2)since I have multiple awards can I ware both?

No, you can only wear the CAB, since you were never an infantryman.  

Wear policy is contained in Army reg AR 670-1.  As far as I am aware, you can only wear ONE CAB for your service.

 You can, however, wear the Divisional patch of your former wartime service USMC unit for either of the 3 campaigns you were in, on your right sleeve.

QUESTION: Jason, I found in 670-1 about the CAR to CAB, however on page 263 in the 2005 addition, it states that since the Navy nor the Marine Corps allow shoulder patches, prior combat service of either can not be worn unless attached to a Army unit at the time of service.

 Yes, I'd forgotten about that little tidbit.  However, I've seen many Marines and sailors do it.  Most of the time the command allows them to get away with it and nobody says anything.  It's one of the dumber rules the army has in my opinion.

Did a hitch in the Army reserves as an 11B (Infantryman), 3 years. Finished out my career in the Air National Guard as a BioEnvironmental Engineer MOS 4B3X1, did that for a few years. I"ve been collecting and selling Marine Corps and other military uniforms, medals, and field gear since I was 8 years old.
