My brother left for bootcamp last June.  He still has not graduated.  He keeps getting sent home because he has stress fractures in his legs.  He is now saying that he will not be able to graduate he will be discharged but not medically.  He said that he will however be able to re-enlist.  Is this possible without graduating from bootcamp? I have a feeling he may not be telling the whole story here.

Actually he's probably telling you the truth.  A stress fracture is generally a short term issue versus a chronic one like asthma that would disqualify a person permanently.  If he is not medically discharged and it is an honorable one, then he will be able to re-enlist after a period of time, probably 6 months to 2 years, depending on the type of discharge.  He does not need to graduate basic training to re-enlist.
