QuestionI am currently enlisted in the navy and was interested in pursuing the Operation Blue to Green. I noticed at the goarmy website that an essential step in the process is for your current branch to release you from service. I was wondering what the odds of this happening are and I was also wondering if there were any other specific stipulations on eligibility for this program Thanks!

In some specialties, the Navy is drawing down. That means these specialties are relatively easy to receive a release and transfer to the Army. In others the Navy needs to retain their skilled personnel, so it is more difficult to gain a release.
There are very few other stipulations, if you are a sailor in good standing. You will receive some "greening" training. You will also go through advanced individual training or non-commissioned officer specialty training, depending on your current rank, to ensure you are up to date in the field you will enter.
