Hello,
My name is Peter and I am thinking about joining the Navy. I am a permanent resident alien but lost my card a while back (I have my alien # though). Will this hinder me from joining the Navy or can they verify me with just my alien #? Also, does owing taxes (about $2,000) disqualify me from joining? Thank you for your time and knowledge.

P.S - Do you happen to know if the Navy has met their quota for this quarter? Some of the questions/answers I have read on this site is indicating that certain branches have too many applicants. Thank you once again.

1.  You will need to replace your Green Card.  By law you are required to carry it on your person at all times and are expected to replace it immediately whenever it's lost or stolen.  You can go to the USCIS web site:
http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a...

and download the USCIS Form 1-90 that you need to submit.  A recruiter must physically see your Green Card and make a photocopy of it.

As for the taxes you owe, if they are state taxes you will not have a problem.  If they are Federal taxes, you can still join, but because you'll be receiving pay from the Federal Government, they'll withhold a small amount from each paycheck until your tax debt is paid off.

Yes, all of the Services have met their quota.  But the Navy only has exactly 100% so they are still accepting recruits and the Army and AF both have 101% so so they are still accepting recruits also.  The USMC has 117% and has stopped accepting recruits for awhile.
