Question
I have been convicted with a 3rd degree felony
charge(stalking) for calling a girl who I went to high
school with on 2008. I am in my first year of probation out
of 3 years. I have served as enlisted from 2003-2006.  Is
there anyway to getting around this in order for me to sign
up for upcoming ROTC year? (any branch would be fine)

Ho Jin,
What branch of the Service were you in?  That will make a little bit of difference.

The Army is the most lenient of all the Services and will give you a waiver for a 3rd degree felony, which they consider "minor."  Right now the Air Force and the USMC are not issuing any waivers for any reason, they've reached their quotas for ROTC.  Your prior service will also work in your favor.  Since you're not being picky, I'd say you have a good chance with the Army.
