My husband was discharged from the army with a other than honorable discharge, RE code 4, in lieu of court martial.  Is there any way my husband can re enlist it has been 4 yrs since the discharge.

Your husband elected to leave the military rather than face court martial for an offense he was alleged to commit. His OTH categorization is a bar to re-enlistment and with the nature of his separation it is unlikely he will be considered for the upgrade that would allow him to re-enlist.
