Question
Is MGIB "or" any other military college fund appropriate onto the foreign countries, just like Germany, Swiss or Netherlands?

2nd, I currently have a dept for university via a collection agency. Is there any Military college fund can cover on this?

Sorry I couldn't answer you sooner, I was away on a mission.

1.  I see you're writing from Guam, so I assume you're asking about Guam.  Yes, the MGIB is good in Guam also.

Since Guam is a U.S. territory, the University of Guam and Guam Community College are both fully accredited by the U.S. accrediting agencies.

Although people tend to think of the Montgomery GI Bill (MGIB) as a military benefit, the program is not managed by the Department of Defense, or any branch of the U.S. military.  The MGIB is actually a "Veteran Benefit" and is managed by the Veterans Administration (VA).

2.  The new Post 9/11 GI Bill, the Montgomery GI Bill does not repay student loans.  I know of no other fund that can help you with this.
