Sir,
I recently arrived in Germany. My orders have me as being single/unaccompanied tour. I got married after my orders were cut and never got them ammended because my spouse wasn't planning on being here with me. Upon arrival, the finance office told me that my BAH for her would stop until a lease was provided and all they will refrence me to is JFTR Ch. 10. I've read over this many times and have found nothing in there that states a lease agreement is required to start bah for my spouse in the states. Can you help calrify this for me and maybe point me to where it states this?

The Housing office has some strange rules. You are required to provide proof that your wife is entitled to BAH and not merely living with relatives rent-free. The Services have agreed that a lease agreement or mortgage is the easiest way to establish this.
Finance uses Housing Office regulations in BAH payments, usually DOD Pay Regulation, Volume 7A (Active Duty & Reserve Pay), Chapter 26 -- Basic Allowance For Housing (BAH).
