Careers: Military--Army, Navy, Airforce, Marines, Coast Guard/Re 3g /personality disorder from Navy in 1992--Cleared by Meps referral civillian doc in 96' help now??

QuestionOk here is the story...I was discharged from the US Navy in 1993 after 8 months Active Duty, In short, Multiple Co dependency issues with suicidal mother...I received an Re-3g for a personality disorder. I ve never had nor fit this diagnosis, just poly-Family problems.. So i wrote a Congressman back in 95', stirred the pot, and won another trip to MEPS in Pensacola Fl...MEPS/Montgomery sent me to a civilian Psychiatrist, who stated Although family problems, i exhibited no signs of a personality disorder, and i should be cleared for reenlistment. I was so happy, well, apparently the commander of that NW Florida area of Navy recruiting was not, because she said I was not among the "best qualified" for the enlistment, and therefore she was not putting me in the Navy. she kept making reference to me calling Congress, causing her to get phone calls etc...Anyway i left discouraged...Since 1996, I have held a 6 year Career in Corrections, and went back to school in 2005, To be a licensed Practical Nurse, which am. My spouse is active duty E-6 in AF...I never actually attempted a correction/upgrade to my discharge, as i was discouraged back then, but keep in mind I was cleared by a MEPS/Montgomery civilian referred Physician...Now Im worried that when I apply for Federal GS jobs as a nurse (Army civilian medical etc...) that discharge/code could come back to haunt me. My question is in a few parts
1) If i apply to BUPERS and the other agency (i forget), as it has been 17 years, and ive led a productive life, no criminal record, could my Code be upgraded to a different discharge than the Re-3g General under honorable for a pers. disorder.
2)How do i get the records from My MEPS trip in 1996, in which i was sent by MEPS/Montgomery to the civilian Psychiatrist..and get my dd214(although I moved on with life, this part of my life clearly bothers me, and was unjust)
3) Will the RE-3g discharge from 17 years ago hurt me, in so far as Government employment, having to maintain the equivalent of Secret clearance with Gs nursing employment...
4)Any and all other advice you have pertaining to this situation....obtaining a DD214, I don't remember the EXACT day of my enlistment/DC, although i Know i Went in the Navy in 6/1992, and was discharged in 2/1993. Iam still well within the age frame(im 36) to go active duty as a registered Nurse in some services...Iam in Impeccable physical condition. Please help with obtaining Enlistment records (medical/ and all) and Post-enlistment documentation (referral MD from MEPS Montgomery (he was a civilian in Montgomery, cant remember his name)
I'm not necessarily trying to go Active or Reserve right now, Simply trying to correct an unjust in my life,,,thanks
Answerdude, in short none of the past meps stuff matters for anythign anymore, and a Re3 will not hurt you for any type of Gov't job unless it was for getting in trouble.
As far as going in as a nurse in a service, doubt ti would ever happen, too many hoops to jump thru, and at your age, only the army would even talk to you.
An re3 just says that you have a disqualifyer for coming back in, thats it.
Unless you are trying to go back in the military, just drop it, you were not in long enough for anybody in any gov't agency to care about what happened in 1993.
